bukan masgan, melainken di :

WHM >> Security Center >> PHP open_basedir Tweak

result setting dari situ bakal diterapken oleh Cpanel ke masing² vhost di dalam httpd.conf
berupa php_admin_value open_basedir "path"




sedangkan di php.ini adanya entry sbb :

; open_basedir, if set, limits all file operations to the defined directory
; and below.  This directive makes most sense if used in a per-directory
; or per-virtualhost web server configuration file. This directive is
; *NOT* affected by whether Safe Mode is turned On or Off.
open_basedir =

menentuken path mana aja (yg dirasa perlu dan aman) yg masih boleh diakses user
bisa tetep kosong dan ato ditentuken ndiri path/lokasinya
path yg dipasang bisa terdiri dari beberapa lokasi dengan : (colon) separator
